But the impact wasn't uniformly positive. Cities bypassed by high-speed lines felt increasingly isolated. The concentration of economic activity around TGV stations sometimes came at the expense of historic city centers. Rural areas between cities, blurred past at 300 km/h, worried about being forgotten.
These concerns led to innovations in network design. The TGV Est included more intermediate stops to spread benefits more widely. The upcoming Tours-Bordeaux line was designed with local connectivity in mind, ensuring that high-speed rail enhanced rather than replaced regional services.
